THE IMPORTANT SUPPORT OF RESOLUTION NO. 68/NQ-CP

Related to Resolution No. 68/NQ-CP of the Government issued on July 1, 2021 to implement the support to employees and employers facing difficulties due to the Covid-19 pandemic, Enterprises should update the following two important supports:


I. REDUCTION IN INSURANCE PREMIUMS FOR OCCUPATIONAL ACCIDENTS AND DISEASES:

Employers are entitled to a premium rate of 0% of the salary fund as the basis for paying social insurance premiums to the Insurance Fund for Occupational Accidents and Diseases for 12 months (from July 1st, 2021 to June 30th, 2022) for employees eligible for occupational accident and disease insurance (except for officials, public employees, people in the people’s armed forces, employee in the agencies of the Party, the State, administrative agencies, public sector entities on the payroll of the state budget). The employer will provide the monetary support obtained from the reduction in premiums to the Insurance fund for occupational accidents and diseases for the employees in order to prevent the COVID-19 pandemic.

Therefore, the contribution to the occupational accident and disease fund from July 1, 2021 to the end of June 30, 2022 will be applied as follows:

  3. For Foreigner Employee:
  4. According to Decree No. 143/2018/ND-CP issued on October 15, 2018, from January 01st, 2022, the compulsory social insurance premiums for foreigner employees will be adjusted. So, the rate of social insurance contributions is changed and updated below:

Thus, from July 1st, 2021 to the end of June 30th, 2022, enterprises do not have to pay 0.5% of the occupational accident and disease insurance fund to the Social Insurance Authority. However, the period of reduction in insurance premiums for occupational accident and disease during this period is still included in the occupational accident and occupational disease insurance regime according to regulations.


II. SUSPENSION OF CONTRIBUTIONS TO THE RETIREMENT AND SURVIVORSHIP FUND

Regarding employers who have fully paid social insurance premiums or are temporarily suspending contributions to the retirement and survivorship fund until the end of April 2021 but have been affected by the COVID-19 pandemic, resulting in a downsizing of at least 15% employees who have contributed to social insurance compared to April 2021 (including the employees on furlough, suspension of employment contracts, and unpaid leave), the employees and employers are entitled to suspend payment to the retirement and survivorship fund for 6 months from the date of application submission.


Note: For the cases suspending of contributions to the retirement and survivorship fund has been resolved according to Resolution No. 42/NQ-CP dated April 9, 2020 and Resolution No. 154/NQ-CP dated October 19, 2020 of the Government, if the conditions are suitable and the payment is temporarily suspended to the retirement and survivorship fund according to the provisions of Decision 68//NQ-CP of the Government, the total time of suspension shall not exceed 12 months.
