Dear Our Valued Clients,

Pursuant to Resolution 116/NQ-CP of the Government issued on September 24, 2021 on policies to support Employees and Employers affected by the Covid-19 pandemic from the Unemployment Insurance Fund as the following:


I. REDUCTION OF EMPLOYMENT INSURANCE FUND FOR EMPLOYERS AFFECTED BY THE COVID-19:

  1. Subjects of application and the contribution rate:

    Employers specified in Article 43 of the Law on Employment who are participating in Unemployment Insurance before October 1, 2021.


  2. Reduction of the contribution rate:

    Employers are entitled to a reduction of the contribution rate from 1% to 0% of the monthly salary fund for the employees who are covered by unemployment insurance. The rate of social insurance contributions is updated and changed as follows:

  3. Effective time:

    Twelve months from 01 October 2021 to 30 September 2022.


II. SUPPORT FOR EMPLOYEES AFFECTED BY COVID-19 FROM UNEMPLOYMENT INSURANCE FUND:

  1. Subjects of application:

    Employees eligible for this support are those who are paying unemployment insurance premiums as of September 30, 2021;

    Employees who have stopped paying unemployment insurance premiums due to the termination of labor contracts or working contracts in the period from January 01, 2020, to the end of September 30, 2021, with the unemployment insurance premium payment period reserved in accordance with the law on employment, excluding persons who are enjoying monthly pensions.


  2. The support rate:

    The supporting amount shall be based on the unemployment insurance premium payment period during which the employee has not yet received any unemployment allowance.

    • The unemployment insurance premium payment period is less than 12 months: 1,800,000 dong/person.

    • The unemployment insurance premium payment period is between full 12 months and less than 60 months;: 2,100,000 dong/person.

    • The unemployment insurance premium payment period is between full 60 months and less than 84 months: 2,400,000 dong/person.

    • The unemployment insurance premium payment period is between a full 84 months and less than 108 months: 2,650,000 dong/person.

    • The unemployment insurance premium payment period is between full 108 months and less than 132 months: 2,900,000 dong/person.

    • The unemployment insurance premium payment period is at least 132 months: 3,300,000 dong/person.


  3. Effective time:

    From October 1, 2021, and will be completed by December 31, 2021 at the latest.

    For the fund’s allocation to employees, HR2B is still waiting for further Authority’s instruction and will notify clients once getting more detailed guidance on this issue. In addition to the above updates, we also enclose Resolution 116/NQ-CP for your reference.
