This paper reports on the results of face to face structured interviews with 104 business leaders in Ho Chi Minh City during Q3 and Q4 2009 who collectively employ over 5000 people in Viet Nam.
It describes how 53% of this group rate the practice of human resources management to be poor, and chiefly involved in administrative "employee welfare" issues
